Triple C Evaluations N 3 - The EU Institutions & Member States' Mechanisms for Promote Policy Coherence for Development: Final Report, 2007
This study benifited from the results of a preparatory Scoping Study (see below). Whereas the Scoping Study has a more 'fact finding' focus, this evaluation looks further into how the mechanisms function in order to judge their relevance and effectiveness, as well as their efficiency, impact ans sustainability within their specific contexts.

Policy Coherence for Development in the EU Council: Strategies for the Way Forward, 2006
This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making.

Member states and institutions of the European Union have put in place mechanisms to promote coherence. This study reviews these mechanisms. It specifies the main types of coherence under study. It shows that the three types of mechanisms (overall policy and political decision-making, government institutions and administration, assessment and advisory capacity) reflect a growing commitment of policies to development.
